16. Proposed evaluation template

A registry, Pool, or future liquidity program can adapt this template. It is not a current universal listing standard or guarantee.

  1. Observed facts: issuer identity and history, voucher terms, Offerings, capacity evidence, Pool configuration, controllers, inventory, limits, reserves, guarantors, incidents, and unresolved obligations.
  2. Purpose and affected parties: intended benefit, risks, conflicts, ecological and social effects, and who bears loss or responsibility.
  3. Valuation: Offering price, voucher stated value, Pool exchange-rate method, oracle reference, units, timestamps, and reasons for any divergence.
  4. Boundaries: eligibility, prohibited uses, concentration, token-balance caps, pauses, geographic or legal restrictions, and review triggers.
  5. Protections: identified obligated party, covered event, funding, cap, exclusions, duration, evidence, claim process, and remedies.
  6. Decision: approve, revise, reject, pause, or escalate for human review; identify the decision-maker, reasons, conditions, review date, and appeal or correction process.

The output should not describe curation, limits, reserves, or verification as endorsement, issuer capacity, insurance, or guaranteed fulfillment unless the responsible party has expressly established that protection.
